The midfielder has been absent since straining his hamstrings ahead of the quarter-final second leg against Port.
The Chelsea manager said: “I personally think we can hope for Fulham, but don’t take it as medical advice.
“Maybe the physiotherapists and the doctors will kill me for this. I think Madrid could be very close, but obviously he hasn’t trained with the team.
“When should this happen?” Tomorrow is the game, and then we have two more days to prepare Real Madrid for the Champions League semi-final. Hopefully Fulham is a realistic target. “
Kovacic is the only injury issue for Chelsea.
Tuchel has also confirmed that Edouard Mendy will be back in goal after Kepa started the FA Cup semi-final against Manchester City, as well as the goalless draw with Brighton.
He added: “The change was made for Kepa for the Cup game. And even before the Cup game, the goalkeeper coach and I decided that Kepa would stay for one more game after City as a reward for keeping up the pace of play every three days.
“It should be like a real reward and not just reward him for the competition because of the way he plays, and in the dressing room he’s just outstanding in terms of quality and personality and I’m very happy that he was able to show it on the field again.
“He had two clean sheets in two tough matches for us. So it’s a really good feeling to know that we can count on two goalkeepers and they can produce clean sheets.
“They are gaining our confidence at the moment and the situation in general has not changed – Edouard will be in goal tomorrow.”
Chelsea predicted XI:(3-4-2-1) Mendy; Azpilicueta, Christensen, Rudiger; James, Kante, Jorginho, Alonso; Ziyech, Mont, Havertz
List of injuries: Kovacic
